The 10-12% No One Talks About: What Buying an Israeli Apartment Actually Costs Beyond the Price Tag

If someone quoted you a price on an Israeli apartment, that number is not what you are paying. For a foreign non-resident buyer, total closing costs run approximately 10 to 12% above the purchase price on a standard transaction, and up to 16% on a complex deal involving mortgage financing. The dominant driver is a purchase tax structure that gives Israeli residents a 0% bracket and gives you nothing.
This article breaks down every cost category, explains why each exists, and puts real numbers to them at the price points most North American buyers are targeting. Read this before you look at a single listing.
Why North American Buyers Are Systematically Underprepared
Closing costs in the US typically run 2 to 5% for a buyer. In Canada the range is similar, excluding provincial land transfer tax. North American buyers arrive at Israeli property conversations with that mental model. It is wrong here by a factor of two to three.
The structural reason is simple: Israel imposes a purchase tax on non-resident buyers with no zero-rate bracket. That one line item changes the entire math. Everything else is layered on top.
Mas Rechisha (Purchase Tax) - Your Largest Cost
Foreign buyers pay Mas Rechisha of 8% on the first 6,055,070 NIS of the purchase price and 10% on any amount above that. This applies to the entire purchase price with no exemption bracket.
Israeli residents buying a first home pay 0% on the first 1,978,745 NIS. That differential is enormous in absolute terms. At a 3,000,000 NIS purchase price, a local first-home buyer might owe under 40,000 NIS in purchase tax. You owe 240,000 NIS.

One important exception: new immigrants (Olim Hadashim) who purchase within 7 years of their aliyah date qualify for a significantly reduced rate, typically 0.5% to 5%. On a 5,000,000 NIS property, that exemption is worth 250,000 to 400,000 NIS compared to the non-resident rate.
Attorney Fees
You need your own independent Israeli real estate attorney. Not the developer's attorney. Not an attorney an agent recommends. Your own, independent, licensed Israeli advocate.
Legal fees for residential transactions in Israel typically run approximately 1 to 1.5% of the purchase price, plus VAT at 18%. On a 3,000,000 NIS property, expect to budget approximately 35,000 to 55,000 NIS for legal representation including VAT.
In complex transactions involving new construction, power of attorney, or title complications, fees can be higher. This is not a cost to minimize. A mistake in Israeli real estate is significantly more expensive than a thorough attorney.
Agent Commission
In Israel, it is standard for both buyer and seller to pay their own agent's commission. As a buyer, expect to pay a commission to your agent. The standard rate is typically 2% of the purchase price plus VAT at 18%.
On a 3,000,000 NIS property, that is approximately 70,800 NIS including VAT. Commission is sometimes negotiable, but the expectation of buyer-side payment is standard market practice.
Currency Conversion Costs
You are buying in NIS with USD or CAD. Every shekel you need costs something to acquire, and the rate you get matters.
Your retail bank's advertised exchange rate is not the rate you get on a 300,000 USD transaction. Using a specialist foreign exchange provider rather than a standard bank wire typically reduces this cost significantly. On a 700,000 USD equivalent transaction, a 1% difference in conversion rate is 7,000 USD out of your pocket. This cost appears nowhere on the closing statement but is entirely real.
Work with a licensed FX transfer specialist early. They can lock in rates for scheduled milestone payments, which is particularly valuable on pre-construction purchases where payments stretch over 24 to 48 months.
Tabu Registration Fees
Registering your ownership in the Israeli land registry (Tabu) carries a government fee. On a standard apartment transaction, this is a fixed government fee of a few thousand NIS. Your attorney handles this as part of the closing process.

Closing costs end at the registry. Ownership costs begin the day you get your keys and do not stop. Budget for Arnona (municipal property tax), Va'ad Bayit (building maintenance fees), utilities standing charges, property insurance, and if renting, property management fees at typically 8 to 12% of monthly rent.
Consider a buyer who closes on a 2,000,000 NIS apartment and budgets tightly for the acquisition, but has not modeled 12 months of carrying costs while the unit sits empty during tenant placement. The annual ownership cost of an unoccupied apartment can easily run 40,000 to 80,000 NIS depending on location and building. Know this number before you set your purchase price ceiling.
